How to Deliver Accountable Care is the second edition of the book How to Maximize Service Capacity, written by David R. Lloyd, President of M.T.M. Services and a National Council for Behavioral Healthcare Senior Consultant. Both editions of How to Maximize Service Capacity have achieved combined sales of over 1,500 copies, making it a National Council for Community Behavioral Healthcare best seller.

This book hits the CBHO Managed Care Challenge, head-on, by providing methods for more cost-effective, accessible and quality outcome-based services at the same or less reimbursement rate. Enhancing the service capacity of the organization has proven to be one of the most effective methods to respond to this core challenge.

CBHO service capacity enhancement initiatives have achieved optimum results when all of the following care management needs are incorporated into the design and implementation of the project:
 
  • Implement the initiative below the management team level.

  • Move from vertical programmatic/unit accountability structure, which places all change initiative pressure on Executive Directors and Management Team Members, to Horizontal Accountability where each team/unit in the organization is holding other teams accountable.
  • When these barriers to enhanced service capacity have been successfully minimized/eliminated, CBHOs have realized substantial service capacity increases. Actual service capacity outcomes from CBHOs who have utilized Mr. Lloyd's assessment, training, management and project facilitation services indicate:

  • Actual annual billable hours increase up to 66% compared to previous year with the same or less clinical staff positions.
  • Reductions of up to 72% in the total number of different forms the agency utilized at the beginning of the service capacity enhancement project.
  • Reduction of access times from 2 to 6 weeks to one hour for Acute, 24 - 48 hours for Urgent and 3 to 5 days for Routine referrals.
