Statewide Provider Readiness and Planning


Purpose

MTM Consulting Services has developed a multi-phase approach to assist states in their planning, assessment, and implementation of CCBHCs. The following elements are included in this work:

  • CCBHC Readiness Assessment utilizing a specialized tool developed by MTM Consulting that provides a comprehensive analysis of the existing state and provider capabilities to meet SAMHSA criteria. Each agency and the state are provided with a report that provides data analysis of areas of focus and recommendations for implementation.

  • GAP Analysis enables an organization to understand its systems of care and associated costs related to CCBHC access requirements

  • CCBHC Strategic Business Planning and Facilitation reviews the current required elements and initiatives needed to meet the CCBHC requirements.

  • EHR / IT Assessment determines an organization’s place on the technology spectrum, identifies areas of concern and solutions for areas of risk

  • Costing Assessment determines staff productivity levels and non-billable staff costs that will support agencies in understanding true costs of care and utilizing this data to engage in formal CMS cost reporting required to transition to a prospective payment system.

Process

CCBHC Readiness Assessment

  • Kick off meeting with all provider agencies to review the tool

  • Expert consultation and support to score results

  • Final report and review of recommendations per provider and a final state aggregate report

GAP

  • Two meetings with direct service staff to complete access measurement

  • One meeting with leadership to review Gap Analysis findings and recommendations

CCBHC Strategic Business Planning and Facilitation

  • Planning meeting and onsite consultation and facilitation training for selected state leaders and stakeholders

  • Committee facilitation; ongoing support for leadership team members

EHR and Information Technology Assessment

  • Online kickoff session to review process, scope of work, identify areas of concentration, and determine travel or online assessment options

  • Online staff survey to understand their technology experience

  • Assessment sessions to gather information
    These can be completed using virtual meetings or an onsite visits.

  • Final report with detailed findings and recommendations

  • Online wrap-up meeting to discuss findings and recommendations

Cost Finding

  • A kick off meeting to review organizational data entry efforts

    Any follow up needed to answer questions related to data entry

    A final report of cost and revenue data, with comparison to national averages

Timeframe: 6 months

Outcomes:

  • ● An assessment of provider agency’s readiness to meet CCBHC criteria and specific recommendations on how to move forward with implementation.

    ● An assessment of provider agency’s ability to meet CCBHC access to care requirements and recommendations for access re-design.

    ● An understanding of the cost of service to attain key outcomes under a value of care equation
